An issue which has been raised by the former Education Minister Tan Sri Muhyiddin Yassin since 2013, it has been postponed and raised again in September 2014, August 2015, March 2016 and in May this year.
The purpose of the policy implementation is to create genuine competency in the English language. The issue came to an agreement last year, with this policy not to be implemented only in 2016. This is to allow teachers, students, and other related parties to have more time and opportunities to prepare, especially to the rural and interior areas.
The Deputy Education Minister Datuk P. Kamalanathan said the Education Ministry is still awaiting feedback from the public and interested parties, including teachers.
Meanwhile, the ministry has taken various initiatives to ensure more teachers are mastering the English language. One of the initiatives is the Professional Development Programme for English Language Teachers (Pro-ELT), which has trained 16,000 teachers since 2012.
Alongside with the decision regarding the English Language, the decision for a Centralised Science Practical Examination for Physics, Chemistry, Biology, and Additional Science was also postponed until all the schools are prepared with facilities and laboratory equipment.
If this policy has been approved, English will become the third compulsory pass subject for SPM examination.
